ACWPS connects and supports the work of young and emerging scholars and leaders. This event featured Noga Halevi who began her career as a Special Operations Intelligence officer. She served as head of information operations for a defense-focused consulting firm after working in politics as a parliamentary aide and spokesperson for a member of the Israeli Knesset. She was a foreign news producer for a leading Israeli news channel and deputy policy adviser to Israel’s Mission to the United Nations. On October 7, 2023, she was called back to miliary duty as head of a department in the Hostage Crisis Negotiation Command. She is a graduate student at The Fletcher School of Law and Diplomacy where she focuses on the role of cognitive warfare in asymmetric conflicts, in particular, how terrorist organizations use tools of cognitive warfare to achieve their objectives, examining the case of Hamas and hostage taking. She holds a B.A. in Government and an M.A. in Philosophy.

ACWPS President Dr. Susan Yoshihara and Fellow Dr. Grace Hoffman presented at the 2023 MSOTL Conference hosted by Marine Corps University. Their presentation focused on the question of “How to Build a Community of Women, Peace, and Security Educators?”. Dr. Yoshihara represented ACWPS while Dr. Hoffman represented ACWPS’s partner Country Intelligence Group.

ACWPS Legal Counsel Abbe Jolles, ACWPS Fellow Dr. Grace Hoffman, and ACWPS President Dr. Susan Yoshiharea attended and presented at DSCU’S 2022 Professional Military Education Workshop, which focused on how WPS advances and aligns with U.S. Security Cooperation.
The Defense Department selected ACWPS in partnership with Country Intelligence Group to design, develop and implement Congressionally-mandated WPS education for the 20,000-strong U.S. Security Cooperation Workforce at the Defense Security Cooperation University.
Dr. Susan Yoshihara served as a subject matter expert and instructor at the university where she taught WPS in the flagship course for security cooperation officers, the Ministry of Defense Advisors course, the Executive-level course for General and Flag Officers and Senior Executive Service. She worked to develop and launch the university’s online “Women Peace and Security for Security Cooperation.”
She is senior advisor to US Northern Command WPS team. ACWPS is partnering with Q2 Impact to design, develop and implement sexual assault prevention programs for partner nations. Dr. Yoshihara’s team is researching the protection of women and girls in US national guard domestic operations, such as disaster response.
